Like everyone else said it means JUNK this is my 3rd one in 2 years! If I am conscientiously recharging after each use when would I ever see the LCA activate? My guess is if the jump box is dormant and may lose charge. Still confused by the flashing FL though.

There should be a small red tool that you insert into a slot to stop the noise. The noise is the alarm for low battery power with the charger. It will continue to buzz until it charges (or that is what has happened with my experience). The newer type of chargers won't charge a battery that has fallen below a predetermined voltage although I don't know if this equipment has that feature.
